Job Description MDM France has been working in Indonesia since 1998, first at Moluques Island and after in Papua. A program post-tsunami was created in Aceh at the end of December 2004 and followed until the 30 September 2006. Lastly, a program was created after the inundations in Jakarta from February until May 2007. Three programs are actually running: - primary health care and prevention of infectious diseases in the Puncak?s district Jaya, Papua - primary health care in the North?s quarters? shantytowns of Jakarta - primary health care for the Punan population of East Kalimantan The MDM?s office in Jakarta, intervenes also as base country, in back-up of the different programs. More over, emergencies and disasters? kits are positioned; material and Human Resources are listed in order to intervene in a quick and appropriate way in case of emergency. The MDM?s team at Jakarta is composed by 2 expatriates: a country coordinator and a medical coordinator, and a national team of 9 people. There is some malaria in the East of Indonesia. Its endemic behaviour reaches over 20% in Papua and Nusa Tenggara Timur (NTT) population. This areas offers a strong resistance to the dominate parasite (Plasmodium falciparum and Vivax) and to the treatments used in general. The department of Nusa Tenggara Timur is composed of several islands (Alor, Timor, Sumba, Flores and Lembata). The Mondial Funds and the UNICEF offer a support to the first three islands. The island of Lembata where MDM proposes to intervene was beneficent of training activities, epidemiological supervision and supplying in medicaments but without receiving permanent support. Malaria is the first cause of mortality in Lembata and in the adjacent districts of the Indonesian department of Nusa Tenggara Timur. In 2005, Malaria represented 18, 2 % of the total of curative activities of health?s services of the district (26 521 situations admitted). In 2006, it was the first of 10 main causes of mortality of patients admitted at the hospital and equally from those who had used services of external consultation (4 499 users, 44, 6%). It means that this intervention after reducing the weight of malaria will reflect favourably on the general health of population and on the capacity of healthy services in order to resolve others pathologies. Generally speaking, the presence and intensity of malaria in a community have a crucial impact on the health and quality of life of its members. More of its direct effect on health during sharp episodes, it generates chronic anaemia, facilitates infection by others agents and induces a delay in the physical and intellectual development, especially on children and with more gravity on pregnant women. The importance of Malaria?s problem, the difficult access, the absence of others actors and the possibility to reduce the charge of illness in a limited time, were determinating factors in the choice of Lembata, with a coverage of all the island but with a concentration on the areas of major prevalence of illness. The general objective of the mission is to improve the health of the population of Lembata?s island, and more especially to create a plan of fight against Malaria in the waste affected communities in order to contribute to the reduction (40%) of prevalence in 16 months. The main activities are: - study Malaria-metric close to children of 2 to 9 years old in at least 10 selected villages - Offering some training to the health?s staff and agents of communal health about prevention, treatment to fight against Malaria on the places of the team activities. - Support to the 7 health laboratories of the district - Distribution of 5000 nets impregnated with anti-mosquito substances in the high-risk infection communities and the most distant from the health?s services of reference. This distribution will be accompanied by information sessions, education and communication in order to diffuse basic concepts of fight against Malaria The Laboratory Technician participates in the Malariometric surveys and examines the blood slides collected to detect malaria species and the concentration of parasites. He performs and organises the continuity of the quality control of the activities of the laboratories of the 8 Puskesmas of Lembata district related with malaria diagnosis. He checks the quality and performance of the Malaria Rapid Diagnostic Tests used by MdM mobile teams. His main duties are: Management - Assessment and improvement of the organisation of the laboratories of the 8 Puskesmas of Lembata. - Supervision of the laboratory activities. - Preparing the request for MdM laboratory equipment and supplies. Training - Assessment and upgrading of the laboratory staff. - Preparation of training courses for improved malaria diagnosis, including species differentiation. - Responsibility for the training of the laboratory technicians and collaborates in the malaria training for doctors / nurses / health staff on malaria diagnosis and checking on the practical application of the training material and the resulting effectiveness, in collaboration with the MdM team members.. He participates in the organisation or reorganisation of the 8 puskesmas laboratories to make them able to provide continuous microscopic diagnosis of malaria. TERMS OF REFERENCE: MONITORING AND DATABASE ASSISTANT (M&EA)
Background The Australian Government with the support of AusAID is implementing the Nias Reconstruction Program (NRP). The program is located in South Nias with an office in Teluk Dalam. The goal of the project is to empower com munities, particularly in needy villages, to take a leading role in building or rehabilitating com munity infrastructure that was destroyed by the earthquake and tsunami in 2005. This is to be achieved by developing the capacity of rural human resources and institutions, working closely with the local government, and providing small grants to villages. Coffey International Development, the NRP Managing Contractor, requires a Monitoring and Database Assistant. The specific position requirements are as follows:
Reports to: Information Communications and Education Officer
Counterparts:Under the supervision of the Team Leader and/or Community Development and Capacity Building Manager (CDCBM), the position will interact mainly with the Information Communications and Education Officer (ICO), Infrastructure Manager for Sub-district Offices (IM), Area Coordinators, Field Facilitators, and Finance Manager (FM) for information matters
Other Stakeholders: The Monitoring and Database Assistant may occasionally interact with communities and Facilitators in relation to data collection and surveys. The M&DA will work with ICO and CDCBM initially to establish M&E data gathering and processing framework and then take responsibility for regular updating and quantitative report compilation.
Duration of contract: June 2008 - Jan 2009
Location:Based in NRP office (Teluk Dalam) with travel to the field as required (Sub-districts and villages participating in NRP activities). Some inter-provincial travel may also be required.
Languages: Bahasa Indonesia; proficiency in written and spoken English is preferred.
Position Description:
Prepare and coordinate the implementation of a management and monitoring information system that processes field data to provide routine updates of progress in the field. The core information requirements include breakdown and summary reports of NRP inputs outputs and progress and the maintenance of a regularly updated and detailed file for each NRP village including village profile, all activities, problems, solutions, inputs and outputs during NRP implementation.
Responsibilities:
The key person to collect, document, and report all data related to the progress of the accomplishment of each outcome’s indicators as set out in the NRP M&E Framework as well as for general program progress reporting, he/she will take primary responsibility maintaining all data input, processing and output formats and databases, and all aspects of monitoring and evaluation as related to ongoing progress monitoring and evaluation of performance against targets. Design will be undertaken in a participatory manner with direction from and in consultation with ICO, IM, CDCBM and Team Leader and accommodate the information needs of all components.
Duties: The duties will entail but not be restricted to, the following:
1. Establish a gender disaggregated NRP Monitoring Data Management System for all components, based on data tables from each facilitators monthly reports from the field 1. Tables of physical and financial progress per village community infrastructure able to be processed into summary data for sub-district and district levels 2. Tables of materials consumption 3. Tables of employment creation 4. Tables of community participation in activities 5. Tables of financial consumption for all NRP activities 6. Tables of asset/equipment distribution 7. Other tables as required. 2. Update the database in an on-going manner 3. Prepare a standard monthly progress report format (quantitative) 4. Publish a standard monthly progress report each month (quantitative) 5. Establish and sustain NRP Risk Management Framework and include in monthly reports 6. Respond to program information requests from ICO, CDCBM and TL 7. Disseminate regular reports to team members as required 8. Ensure soft copies of all technical and progress reports are stored on the server and coordinate regularly with ITO to ensure all data is backed up. 9. Assist NRP management collect relevant data to support reporting on the completion of NRP objectives and assist with reporting of feature stories from the fields on the benefits of NRP. 10. Other duties as requested and approved by the Team Leader.
Required Qualifications and Experience
The successful applicant will have at least a first degree in a relevant discipline, with a minimum of 3 years of relevant experiences preferably in MIS related development and management. Computer skills and experience for data processing, analysis, and presentation are essential. These skills would be complimented by the ability to work with minimum supervision in remote and challenging environments. Previous work experience in a community driven development setting in Nias would provide applicants with significant advantage in the selection process.

Background The European Commission (EC) through its funding decision in 26 April 2006 granted CARDI € 857,811 towards the implementation towards socio-economic recovery supporting re-integration of conflict-affected communities in Poso district (Central Sulawesi) and West Seram district (Maluku) under the title Building Bridges for Conflict-affected Youth in Central Sulawesi and Maluku. The project’s particular objective is to improve social cohesion and economic self-sufficiency for conflict-affected youth, by targeting displaced, returned/relocated youth, as well as youth belonging to host communities, as well as governance bodies in the same locations. The project tackles the social impact of conflict, through actions contributing to restoring mutual trust and social cohesion amongst groups from different religious and ethnic backgrounds, while it aims to address the economic impact of the conflict on above-mentioned youth through a combination of vocational training and income-generating support.
