General Description
The IRD Papua Field Office Coordinator responds to the programmatic needs as identified by the post¢s supervisor in a timely and efficient manner. S/he is responsible to represent IRD at any and all possible opportunities within the International Community and with Government officials and report to his/ her supervisor on all such meetings and their outcomes. S/he is also responsible for ensuring the IRD Papua office is maintained and operated in a responsible and professional manner at all times.
Responsibilities
1. Establish and maintain an IRD office and presence in Papua 2. Arrange and represent IRD at meetings with (potential) government partners at all levels 3. Establish a working relationship within the International community. 4. Establish contacts, and if applicable, working relationships with local NGO¢s specific to sectors of IRD¢s main interests. 5. Represent IRD professionally at all donor meetings, with special attention to the health, education, food security and infrastructure sectors as well as the Governor¢s village development plans. 6. Be responsible for working with the relevant government ministries to obtain letters of agreement to work in Papua. 7. If required, collate and prepare any documents to obtain a National level MOU. 8. Provide all necessary support for the development of Concept Papers and/ or proposals as and when required, irrelevant of the sector. 9. Keep aware of potential funding opportunities at all times. 10. Prepare any relevant Work or Action Plans as required. 11. Other administrative tasks as determined.
Required Qualifications
A. Knowledge and Experience: · At least 5 years of professional experience in program development management, preferably with strong technical background in education, health, food and nutrition or food security, local economic development, infrastructure and civil society strengthening.
B. Competencies: · Good knowledge of program and budget management (planning, implementing, monitoring and evaluation) · Good ability to liaise, negotiate, lobby with government authorities and stakeholders at provincial and district level · Good ability to interact with local NGOs and community-based organization leaders · Excellent communication and presentation skills, both written and verbal · Excellent written and spoken command of English; fluent or native Bahasa Indonesia language skills · Excellent reporting and analytical skills · Excellent computer application skills · Good organizational and interpersonal skills
C. Education and Certifications: · Bachelor¢s degree in relevant field, preferably in education, health, social sciences, economic and development studies.

GENERAL FUNCTION:
To provide financial accounting and general admin support services to the World Relief programs in accordance with World Relief’s Policies and Procedures, maintain accounting records and the general ledger and provide reports.
SPECIFIC JOB DUTIES:
Cash and Banking
1. Responsible for the office petty cash float. 2. Issue petty cash and cash advances to staff and to project sites as required, ensuring that records are well maintained. 3. Receive cash into Banda bank and/or petty cash ensuring that records are well maintained. 4. Maintain the cash book and reconcile daily and weekly. 5. Maintain the bank account and reconcile monthly. 6. Assist the Finance Manager with forecasting cash requirements and monitor changes. 7. Receive and record monies paid in by staff or others, issue receipts as appropriate. 8. Maintain safe custody of cash at all times.
Disbursements
1. Ensure all expenditures are approved in accordance with World Relief policies and procedures and Logistics operating procedures. 2. Check invoices for authorization, correct account and project coding, and process payments for utilities and suppliers. 3. Prepare requests for wire transfers or to pay suppliers. 4. Check and reimburse employee expenses in accordance with World Relief’s policies and procedures. 5. Disburse salaries to local staff in accordance with World Relief’s HR policies and procedures.
General Ledger 1. Enter all receipts and expenditure to the general ledger in Quick Books accurately and in a timely manner. 2. Make sure that costs, expenses and any recoveries are allocated to the right cost locations, revenue and/ or project codes 3. Reconcile employee advances and other scheduled accounts at least monthly. 4. Provide General ledger files to the Finance Manager at month end in accordance with finance reporting calendar.
Budgets 1. Assist project managers and the Finance Manager develop project budgets and assist the Finance Manager with development of the core budget as required. 2. Assist the Finance Manager create, configure and maintain the Reporting modules in QUICK BOOKS and any other financial reporting modules that World Relief may be using from time to time. Explore ways to align data capture to the grant proposal line items to ease monitoring and reporting.
Reporting 1. To provide monthly cash summary, bank reconciliations, general ledger reports in accordance with WR financial reporting timeframes. 2. Assist the Finance Manager to create, configure, and maintain field accounting systems, forms, and software, including the development, testing and fine tuning of the automated interface system for capturing data into the financial reporting system in use. 3. Assist the Finance Manager provide quarterly project specific financial reports for donors and the monthly reports to Head Office (Baltimore), including ensuring that the reporting module in the financial reporting system in use is configured to generate the required reports. The Finance Officer, where necessary, will assist the Finance Manager design/write these reports in the financial reporting system’s Report Writer module. 4. Work closely with the Finance Manager to ensure that systems and reports are compliant, including the timely and accurate generation of ad hoc reports that HQ Finance, donors and management may require from time. 5. Carry out any other duties assigned by the Finance Manager.

Graduate Research Position in Wetland & Climate Change Research - University of Bayreuth, Germany

A graduate research position in biogeochemistry is available for a highly motivated and talented Ph.D. student to investigate peatland responses to climate change by field studies and modeling as part of the Research group “Soil processes under extreme meteorological conditions” funded by the German Science Foundation (DFG, FOR562; see http://www.bayceer.uni-bayreuth.de/fg_bp/index.php?lang=en). The study relies on centrally maintained and well supported experimental ecosystem manipulations of soil moisture and water table levels by roofs and drainage systems and is located in the Fichtelgebirge mountains east of Bayreuth, Germany. The study aims at elucidating the coupled biogeochemical dynamics of carbon, sulfur and iron in the soils and their impact on methane production and fluxes. The modeling part will address carbon and methane dynamics and use the model ECOSYS in collaboration with Dr. Robert Grant from the University of Alberta, Canada. The position encompasses a net salary of about €1000/month (EG 13TV-L 50%) and additional benefits such as health and unemployment insurance. It should begin as early as 01/04/2008 but a later begin can be accommodated if necessary. Dear Fulbright Program alumni:
I am pleased to inform you of the availability of a Fulbright program grant for a senior scholar in the Social Sciences like Sociology or Anthropology to help develop an Islamic Studies program at the University of Redlands, California. Specifically, the university is looking for a scholar from Indonesia or Malaysia, countries that are predominately Muslim but are not in the Middle East and have significant non-Islamic populations.
The scholar would teach four upper-division courses and guest lecture in two introductory Social Science courses, focusing on the social, ethnic, political and ideological diversity of Islam. The scholar would also be the primary host of a year-long thematic series for the campus community on the Islamic World. Finally, the scholar would give presentations hosted by the diversity-related centers on campus and at Faculty Forums, as well as have the opportunity to interact in a variety of ways with the community around the University of Redlands.
Outstanding scholars and professionals, preferably in the Social Sciences like Sociology or Anthropology, who will be able to link religion to other areas of life, such as law, sexuality, science, kinship, technology, and the environment, are invited to apply. The actual discipline of the scholar is of less concern; the school is more interested in reinforcing and deepening the interdisciplinary focus of their programs. The scholar must hold a Ph.D. or equivalent terminal degree in their discipline. As the scholar will be expected to consult with faculty and administration on the programmatic needs and design of an Islamic Area Studies and to teach upper division courses, the school would prefer the scholar has a minimum of three years teaching experience at the university level. The scholar must be a citizen or permanent resident of and residing in Indonesia. The selected candidate will begin the program in August 2008 for a full academic year (10 months) assignment.

TRAFFIC is a joint conservation programme of WWF-World Wide Fund for Nature and IUCN-The World Conservation Union working to ensure that trade in wild animals and plants is not a threat to the conservation of nature. Since its founding in 1976, TRAFFIC has grown to into an international network, with 22 offices worldwide, organized in eight regional programme. TRAFFIC actively monitors and investigates wildlife trade and provides its information to diverse audiences worldwide as a basis for effective conservation policies and programmes.
The Forest Officer carries out a focal point function for Indonesia sub-office of TRAFFIC Southeast Asia.
DUTIES:
The position will involve assisting and leading TRAFFIC Southeast Asia’s forest trade work in Indonesia to ensure that an enhanced and strong approach within the TRAFFIC’s forestry and its trade works, with special emphasis on logging and trade in timber and other wood products, by:
a) Developing TSEA’s Forest Programme b) Conducting work on Indonesia’s emerging forestry issues and explore opportunities for TRAFFIC’s involvement c) Discussing with TRAFFIC offices globally for a strategic approach for the agreed forest trade issues, together with a coordinated plan for the Regional’s forest trade work d) Collaborating with TRAFFIC offices globally and TRAFFIC International in the development and marketing of multi-regional projects based on the priorities agreed in TRAFFIC’s programme targets and regional programmes e) Supporting individual TRAFFIC offices on developing forestry or forest trade-related project ideas, including multi-regional projects f) Supporting individual TRAFFIC offices on research methodology and other aspects of project design g) Supporting individual TRAFFIC offices on collecting and disseminating information on forest science and trade h) Supporting individual TRAFFIC offices on working with forest trade stakeholders through individual liaison, workshops and meetings i) Supporting internal revision of forest trade-related TRAFFIC documents j) Assist in the implementation of TRAFFIC’s communication strategy in Indonesia pertaining to forest trade issues, in collaboration with Indonesia’s National Co-ordinator k) Representing the Network at regional and international meetings of significance to forest science and trade, and reporting back to the Network on these meeting l) Other tasks related to TSEA’s Forest Programme as agreed with the Regional Forest Trade Officer and Regional Director
